The Education of Looked-after Children

Looked-after children, refers to children in public care, who are placed with foster carers. This is a diverse group with different backgrounds and therefore different needs.
The main reason for placing LAC´s into foster care, is to in force a counter strategy towards social reproduction.
These children have suffered from failure of love and healthy relations with adults, there whole life.

According to the documentary Kids In Care,I find it disturbing that this negative stimuli still can be re-generated in their foster homes and with their foster carers. 

In the documentary, we follow the teenager Conor´s life as an LAC. My only concern is the way Conor is looked after. I think their is a lack of understanding, from his supervisor. This is reflected by the supervisors shortage of, putting himself in Conor´s place. Instead the supervisor  is responding insensitively to Conor, »You want more, and more, and more«, is one of his replies, when Conor is not satisfied with the outcome, that he cannot visit his mother alone. The supervisor sees Conor as an equal person, in the matter of not calculating Conor's background into his way of treating and the handling of him. 
The supervisor therefore has a lack of accept, and is certainly not promoting any family membership.
From my view the treatment of Conor, seems more like a punishment, rather than a teenager getting the acquired help, to get back on track.
From Conor´s view, all he ever experience is defeat and punishment. I therefore think that this treatment in practice, negatively will motivate Conor not to take part of society. Which most likely, will end in a bigger drug abuse and more crime.
Therefore I think a relevant question is, what have been accomplished? Because Conor is still a teenager who personally feel ill from his damages, use drugs, have problems with anger and is reproducing his social background.
